The Municipal Assemblies of People's Power constitute the superior (local) organs of the power of the State, having sufficient authority for the exercise of state functions in their respective demarcations, according to their competence.
As established in Article 103 of Chapter XI of the Constitution of the Republic of Cuba, the AMPP are empowered to exercise the government functions that correspond to their mission.
It is in this sense that the Municipal Assemblies of Popular Power, assume in their structure the Administration Councils, with powers to exercise leadership over the local economic spectrum, including the production of goods and services, areas of a social nature, such as education, health, culture, sports and others, promoting an adequate provision of services to the community in general.
For the exercise of their functions, the Local Assemblies of Popular Power rely, among others, on the Labor Commissions, which, according to Chapter XI, article 110, of the Constitution of the Republic, are constituted by the Provincial and Municipal Assemblies of the People's Power attending to the specific interests of their locality, so that they help them in carrying out their activities and especially to exercise control and oversight of the entities of local subordination and of the others corresponding to other levels of subordination, which are are located in its territorial demarcation.
From 1972 changes take place in the Local Power system to be called in 1976 People's Power, with the following positions: president, vice president, president of the constituency and electoral process, president of the disclosure subcommittee and chairman of the candidacy commission .
As of 1992, due to the improvement of the organs of the People's Power, in correspondence with the Constitutional Reform of that same year, it was decided to extinguish the executive committees of the local assemblies and create the Administration Councils (CAM) as the organ of the assembly for the management of economic entities of local subordination.
The Calimete Municipal People's Power Assembly is made up of 5 popular councils with a total of 45 constituency delegates.
